The president of the European Commission has said he supports a controversial Irish demand for each EU member state to retain its commissioner, which was one of the major concerns of Irish voters when they voted against the EU’s Treaty of Lisbon in June and now one of the most problematic issues facing politicians as they seek to find a way to secure ratification of the treaty.
